ZZZS Strategic development
The Health Insurance Institute of Slovenia (ZZZS) was established on 1 March 1992. Since its establishment, the ZZZS has adopted several strategic development documents in 1994, 1997, 2002, 2006, 2008, 2014, 2019 and, most recently, in 2026, setting out strategies for the development of an effective and sustainable health insurance system.
Strategic Development Programme 2026–2030
On 31 March 2026, following a public consultation process, the ZZZS Assembly adopted the new ZZZS Strategic Development Programme 2026–2030 (SDP 2026-2030). The new Strategic Development Programme marks the beginning of a new chapter for the ZZZS. It is based on 3 key principles: adaptability, clarity and shared responsibility. The Programme defines the priorities that will guide the work of the ZZZS over the next five years, while introducing a new approach to strategic planning. Its aim is to serve as a living and evolving framework that empowers our employees, business partners and insured persons. We seek to preserve what works well while adapting to demographic and economic changes.

The Strategy was developed through a collaborative process involving a broad range of health system stakeholders, as well as ZZZS employees.
As part of the Strategy development process, we conducted:
- a consultation with key health system stakeholders and partners from the social welfare sector;
- a subsequent stakeholder survey;
- 51 individual interviews with ZZZS employees;
- an internal workshop;
- a situational analysis and strategic planning process.
The insights, experiences and expectations gathered through these activities have been integrated throughout the Strategy. The progress achieved over the next five years will therefore be the result of shared commitment and cross-sectoral collaboration.
Vision and Values of the ZZZS
The vision of the Health Insurance Institute of Slovenia is to become a leading example of public service in Slovenia, supporting the health of insured persons throughout their lives through trust, professionalism and excellence.

The values embraced by the Institute in the Strategic Development Programme 2026-2030 are solidarity, equality, collaboration, dignity and efficiency.
Strategic Goals of the Health Insurance Institute of Slovenia
The strategic goals of the Strategic Development Programme 2026–2030 are:
1. The insured person at the Centre (a new portal providing transparent access to e-services; establishment and development of long-term care services).
2. A Partner in Healthcare (co-management of waiting times; cooperation in addressing health-related absenteeism; ensuring a transparent, high-quality and financially sustainable CHI system).
3. A Modern and Reliable Health Insurance Institute of Slovenia (implementation of a new operating model, a new information systems platform and artificial intelligence; becoming an even more responsible and supportive employer).

Key areas offering the greatest opportunities for the modernisation and optimisation of ZZZS operations include: advancing and upgrading digitalisation; introducing artificial intelligence - enabled solutions to support better governance and decision-making; improving cost efficiency and implementing the principle that “money follows the insured person”; strengthening workforce development by attracting top talents and ensuring the acquisition of relevant knowledge and skills; reinforcing the role of the ZZZS as a promoter of healthy lifestyles; and pursuing measures to reduce health-related absenteeism.
The implementation of the strategic activities will involve collaboration with external experts and institutions, reflecting both the need for and the ZZZS's clear commitment to partnership and cooperation with stakeholders across the health sector and beyond in delivering the Strategic Development Programme.

Implementation of the Strategic Development Programme Activities
Action Plan
- a detailed action plan has been developed;
- ongoing strategic activities are implemented on a continuous basis;
- time-bound activities are delivered through development projects and initiatives;
- all activities are planned and monitored in detail on an annual basis;
- implementation progress is monitored and reported in the annual business report;
- a project management office has been established to support project implementation;
- stakeholders are actively involved in the implementation of the strategy.
Successful implementation is strongly supported by the employees of the Health Insurance Institute of Slovenia through awareness, engagement and commitment, as well as by the ZZZS governing bodies through their contribution to shaping the Programme and supporting its implementation.
Implementation of the Strategic Development Programme Through Strategic Activities and Projects
The Strategic Development Programme comprises 3 Strategic Goals, which are delivered through 9 Strategic Activities and a total of 45 projects.

SA 1: JEDRO (CORE) – The Insured Person at the Centre
This activity focuses on the review, modernisation and enhancement of the digitalisation of all ZZZS processes to support insured persons throughout their life course.
SA 2: DO (LTC) - Establishment and Consolidation of Long-Term Care Services
In 2025, the ZZZS introduced a new activity in the field of long-term care. Going forward, it will continue to establish the internal processes and organisational arrangements required to ensure the effective implementation of the new activity's responsibilities.
SA 3: PRIZMA (PRISM) – Waiting Time Management
This activity focuses on integrating the co-management of waiting times into ZZZS operations and identifying opportunities for improvement to enable more effective monitoring and management of waiting times.
SA 4: ABSENTIZEM (ABSENTEEISM) - Managing Health-Related Absenteeism
The ZZZS is actively engaged in addressing health-related absenteeism, which represents a significant social and economic challenge.
SA 5: OPTIMA – Ensuring a Transparent, High-Quality and Financially Sustainable System
The ZZZS aims to secure additional sources of funding and further develop modern payment models based on value-based care principles, while continuously incorporating new treatment methods and innovative medicines. Oversight of expenditure will be strengthened using advanced analytics and artificial intelligence to support the long-term sustainability and accessibility of the health system.
SA 6: NOVA – A New Operating Model for the ZZZS
Through a comprehensive transformation process, the ZZZS will strengthen its role as a modern institution responsible for compulsory health insurance (CHI) and long-term care insurance (LTCI).
SA 7: HORIZONT (HORIZON) – A New Platform of IT Systems
The ZZZS will establish a new integrated IT platform serving as its digital backbone, fundamentally modernising its technological foundations and operational capabilities.
SA 8: TEMPO – Implementation of Artificial Intelligence
The ZZZS will progressively integrate artificial intelligence (AI) into its business processes to increase efficiency, enhance the experience of insured persons and support strategic decision-making.
SA 9: SKUPAJ (TOGETHER) – A Responsible and Supportive Employer
The ZZZS will continue to develop its human resources policies through investments in learning and development, talent management and the further improvement of working conditions.
Key Performance Indicators (KPIs)
The Strategic Development Programme 2026-2030 also sets out key performance indicators (KPIs) across four perspectives: the financial perspective, customer perspective, internal process perspective and learning and growth perspective.
